Fortifying the Federal Supply Chain: GSA Awards SCRIPTS BPAs
The United States General Services Administration (GSA) is taking decisive action to secure the nation’s supply chains with the recent award of the Supply Chain Risk Illumination Professional Tools and Services blanket purchase agreements, commonly known as SCRIPTS BPAs. This significant effort was finalized on March 27, 2025, and marks a major step toward protecting critical government systems.
Addressing Supply Chain Vulnerabilities
The creation of the SCRIPTS BPAs directly supports the goals outlined in Executive Order 13873, which focuses on securing the Information and Communications Technology and Services Supply Chain. By implementing these new procurement vehicles, GSA aims to improve how federal agencies deliver outcomes, provide excellent customer service, and responsibly manage taxpayer dollars.
SCRIPTS BPAs are designed to provide a comprehensive, total solution for assessing and mitigating supply chain threats. These agreements offer a full suite of subscription-based business intelligence tools and essential professional analytic support needed to evaluate findings and inform risk management strategies.
Key Features and Benefits
The primary benefit of the SCRIPTS program is the provision of secure supply chain risk illumination tools and services, enabling agencies to identify and mitigate various potential risks.
Crucially, the tools and services offered under SCRIPTS focus on identification and assessment of potential supplier risks associated with foreign ownership, control, and influence.
All platforms offered through SCRIPTS assess supply chain risk across, at a minimum, five core risk indicators:
- Financial
- Foreign ownership, control, or influence
- Political and regulatory
- Compliance
- Technology and cybersecurity
The program is structured across two tracks: the SCRIPTS Small Business Suite and the SCRIPTS Unrestricted Suite. The Unrestricted Suite provides additional depth, assessing risks across three further indicators: Product Quality/Design, Manufacturing and Supply, and Transportation and Distribution.
Contract Basics and Ordering
The SCRIPTS BPAs are defined as software and value-added services blanket purchase agreements. The contracts are long-term, featuring a five-year base period with one five-year option, allowing for a total period of performance of 10 years.
Who can use SCRIPTS? Eligible users include federal agencies, as well as state, local, tribal, and territorial governments, who may be able to use Cooperative Purchasing to access these vital tools.
How to Purchase: Federal agencies have two main options for ordering through the conformed SCRIPTS BPAs:
- GSA eBuy: Agencies can use eBuy to submit questions or issue solicitations directly to authorized SCRIPTS vendors. This process allows agencies to include requirements for socioeconomic set-asides, special delivery, asset management, or security.
- GSAAdvantage!: For placing government purchase card orders, users can filter for products specifically available through the SCRIPTS agreements.
If your agency is seeking robust solutions for supply chain risk management, the SCRIPTS BPAs represent a key resource in securing the acquisition environment.
