GSA Streamlines MAS Program for Efficiency and Value

The U.S. General Services Administration (GSA) has announced a significant initiative to improve the effectiveness of its Multiple Award Schedule (MAS) Program. These changes, revealed on March 24, 2025, aim to prioritize value and fiscal responsibility in government contracting.

The MAS Program, the largest government commercial acquisition program globally, with over $51.5 billion in sales in FY 2024, plays a crucial role in enabling government customers to acquire commercial products and services at pre-negotiated prices. This new “rightsizing” effort seeks to enhance the program’s impact by focusing on key areas.

One major change involves allowing MAS contracts that do not meet established sales thresholds to expire. This is outlined in FSS Clause I-FSS-639, Contract Sales Criteria. Additionally, the GSA will be addressing contractor non-compliance, including performance concerns, to ensure that only productive and compliant contracts remain in the program.

The initiative also targets simplifying processes and eliminating inefficiencies within the MAS Program. The goal is to create a more effective and user-friendly experience for both contractors and government agencies through better management and oversight.

Furthermore, the GSA will be eliminating items with insufficient market demand or where the administrative costs outweigh the procurement benefits. This will help refocus the program on the goods and services that the government is actively purchasing. The effort also includes reducing redundancies with other government procurement channels.

According to Federal Acquisition Service Commissioner Josh Gruenbaum, these actions will allow the GSA to “put our agency resources where they get the most impactful return on investment — and that means the goods and services that are most in demand by federal customers.” He also stated that by focusing on actively purchased items and services, industry partners can maximize their efforts while providing the best possible pricing for mission-critical needs.

This initiative aligns with the focus on cutting waste, improving government operations, and delivering better outcomes for taxpayers. By eliminating inefficiencies, the GSA aims to continue providing reliable products, services, and solutions for federal agency customers.
