GSA Boosts Government Buying Efficiency with Expanded Data Reporting

The U.S. General Services Administration (GSA) is taking a significant step to enhance federal purchasing by expanding Transactional Data Reporting (TDR). This move, announced recently, aims to increase transparencyaround what the government is buying and how much it is paying for goods and services.

TDR is the method GSA uses to collect data on prices paid for products and services sold through the Multiple Award Schedule (MAS). By gathering this comprehensive data on purchased items and their corresponding prices, GSA is empowering its contracting officers to negotiate effectively and secure the best value for taxpayer dollars.

The expansion of TDR is set to begin with 62 new product and cloud services Special Item Numbers (SINs) at the end of June 2025. It will then expand to all SINs starting in FY26, at which point TDR participation will become mandatory for SIN holders.

The benefits of this expansion are substantial. TDR removes the burden of traditional sales reporting and tracking practices for contractors, leading to significantly lowered contractor reporting burdens and tens of thousands of hours in vendor time savings. It also helps streamline processes for the GSA MAS Acquisition Workforce and makes it easier for small businesses to participate in the MAS program.

Crucially, TDR generates valuable market intelligence data that was previously unavailable. This data is essential for making informed decisions about procurement, strengthening supply chains for critical items, and ultimately creating a more transparent, optimized, and streamlined marketplace for goods and services. By sharing targeted information on pricing competitiveness, TDR helps drive best value through improved competition across government-wide procurement.

Leveraging technology and data like this is central to GSA’s efforts to deliver the best outcomes and reduce costs in federal acquisition. This expansion of Transactional Data Reporting is a key part of GSA’s mission to deliver the best customer experience and value in acquisition to the government and the American people.

GSA values its partnership with vendors and is dedicated to keeping key stakeholders informed about these changes.
