Navigating the Maze: Understanding the Vision Behind the Revolutionary FAR Overhaul

The Federal Acquisition Regulation, or FAR, is undergoing its most significant update in over four decades, known as the Revolutionary FAR Overhaul (RFO). Prompted by Executive Order 14275, Restoring Common Sense to Federal Procurement, this initiative aims to transform how the government buys.

Imagine the FAR like a large apartment building that started simple but became a “confusing maze” over decades due to numerous additions and reroutes made to address specific needs. While long-time residents knew the quirks, it wasn’t easy to navigate. The RFO is like rediscovering the original blueprint and undertaking a full renovation. The plan is to strip away the patchwork additions, keeping only the structural elements required by law, and create open, usable spaces.

For the first time, the FAR is being comprehensively overhauled. It is being pared back to its statutory foundation and rewritten in plain language. Many one-off rules and procedural add-ons will be moved out of the regulation and into flexible, practical guides. The goal is a clearer, more navigable FAR that supports smart buying, fosters innovation, and keeps us grounded in law without being boxed in by decades of complexity.

This transformation isn’t about abandoning rules but finding a better balance between compliance and effectiveness. This requires a shift in approach for acquisition professionals. We need to:

  • Trust our training and expertise. Years of experience provide sound judgment.
  • Focus on principles rather than procedures. Internalizing core principles is key, rather than just following step-by-step instructions.
  • Collaborate more with colleagues, sharing experiences and building collective wisdom when the path isn’t explicitly marked.
  • Accept that mistakes will happen, and focus on learning from them.

Let’s be honest, there will be an adjustment period, and it might be uncomfortable. This discomfort is normal and a necessary part of growth, much like the wobbly phase of learning to ride a bicycle.
