Thriving in 2025 and Beyond: The Two Non-Negotiable Ingredients for GovCon Success
The government contracting (GovCon) landscape is constantly evolving, presenting both opportunities and significant challenges. For businesses looking not just to survive but to thrive in 2025 and beyond, new insights from the latest GAUGE benchmarking report pinpoint two critical ingredients: strong resource management practices and the strategic presence of a Project Management Office (PMO).
According to the 2025 GAUGE Report by Unanet and CohnReznick, efficient utilization and optimized project and resource management are absolutely critical for a government contractor’s continued growth, profitability, and even survival in an era of extreme uncertainty. This report, based on a survey of 1,200 upper-level decision-makers, offers a clear roadmap for success.
The Power of Resource Management
For the fourth consecutive year, resource management tops the list of project management issues for GovCons, with 48% citing it as their biggest challenge. This highlights ongoing struggles with accurate forecasting and real-time project status visibility. Alarmingly, the share of GovCon executives who rate their overall resource management as mature has dropped to 60% this year, lower than in the previous three years. Many firms are only “good enough” with their current tools, with only about one-third expressing satisfaction.
To overcome these hurdles, GovCon executives believe better project planning and forecasting capabilities, alongside improved communication and collaboration tools, are essential. Communication challenges and information bottlenecks are major impediments, often stemming from a continued reliance on old-fashioned spreadsheets for labor forecasting, particularly among small and midsize GovCons.
However, there’s a silver lining: there are signs of progress as use of tools integrated into timekeeping systems nearly doubled, while spreadsheet use dropped by 20%. Companies with mature resource management practices have a clear edge, showing improved predictability, more efficient communication within teams, and ultimately, better project outcomes.
The Primacy of the PMO
Beyond resource management maturity, the report identifies the presence of a formal Project Management Office (PMO) as another vital indicator of overall GovCon health. A PMO is an organizational unit that sets project standards and supports execution through oversight, resource coordination, and performance tracking.
More than three quarters (77%) of surveyed GovCons have a PMO of some kind, with 54% having a centralized PMO. While there’s a broad divide – just under 30% of small and mid-sized businesses (SMBs) report having a PMO compared to over 80% of larger GovCons – the benefits are clear.
Having a PMO correlates directly with higher growth expectations: 81% of companies with a PMO anticipate growth in the next year, compared to 68% of those without. On the business development front, GovCons with a PMO average 10 more proposals annually and are 1.5 times more likely to report effective communication. Furthermore, companies with a PMO are nearly 40% more likely to use integrated tools and 40% less likely to perform manual calculations, showcasing a strong link to operational efficiency.
Beyond the Core: Embracing AI and Facing Challenges
In addition to these key ingredients, the report highlights other crucial trends. AI adoption is accelerating among GovCons, with more than half (54%) reporting AI usage in areas like business development, operations, and IT. AI tools are proving promising for identifying new business opportunities and aiding in proposal development.
However, challenges persist. Finding new revenue sources remains the top financial concern, and uncertain federal spending has seen a significant jump as a top-two concern. Nearly 80% of GovCon executives are concerned about obtaining and winning new contracts, a 10% increase over last year. Despite this, the share of companies expecting win rates of more than 50% is holding fairly steady above 40%.
In conclusion, while the business landscape is volatile, government contractors remain a resilient group. By focusing on mastering resource management and establishing a robust PMO, GovCons can significantly enhance their chances of sustained growth and profitability in the years to come.
