GSA Unveils Latest OASIS+ Small Business Awardees: A Game Changer for Federal Contracting
The General Services Administration (GSA) is making significant strides in its One Acquisition Solution for Integrated Services Plus, or OASIS+, contract program. This initiative is a vital tool designed to help federal agencies procure a wide range of services, streamlining the process and fostering a more competitive environment. With its recent announcements, OASIS+ is set to redefine how government services are acquired, particularly benefiting small businesses.
Recent Awards Boost Small Business Opportunities As of June 20, 2025, the GSA has officially released lists of apparent awardees under the rolling awards process for five crucial small business set-aside tracks: Total Small Business (SB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) small business, Service-Disabled Veteran-Owned Small Business (SDVOSB), and 8(a) small business. These selections are poised to open up significant opportunities for a diverse range of companies.
Formal awards and notices to proceed (NTPs) are expected as early as July 2. Once these are issued and the awardees register their contracts with the Vendor Support Center (VSC), the contracts will become available for ordering in GSA eBuy, typically within one day.
Spanning Multiple Domains The apparent awardees across these small business tracks are authorized to participate in up to seven key domains:
- Management and Advisory
- Technical and Engineering
- Intelligence Services
- Research and Development (R&D)
- Logistics
- Environmental
- Facilities
For instance, the Total SB set-aside saw eight vendors selected, with multiple businesses authorized in management and advisory, technical and engineering, and single entities in research and development, logistics, and environmental services. Under the socioeconomic tracks, four WOSBs, three SDVOSBs, and two HUBZone small businesses are expected to receive contracts. Notably, a significant number of 8(a) businesses—114 in total—have been selected across various domains, including 78 in management and advisory, 60 in technical and engineering, and several others in facilities, intelligence, R&D, logistics, and environmental services.
A Program Designed for Success OASIS+ is more than just a contract; it’s a comprehensive suite of six multiple-award, indefinite-delivery/indefinite-quantity contracts. Each features a five-year base period and a five-year option term, providing long-term stability and planning for federal agencies.
The core mission of OASIS+ is twofold: to efficiently meet agencies’ non-IT service requirements and to actively promote competition among service contractors. Crucially, it aims to eliminate barriers to entry, thereby maximizing participation from small businesses across various socioeconomic categories. This focus on inclusivity ensures that the federal government benefits from a wide array of innovative solutions and diverse expertise.
Looking Ahead These recent awards follow previous rolling awards issued in April for the Unrestricted track, as well as earlier announcements in early April for the same small business set-aside tracks. The GSA is clearly moving forward with its vision for OASIS+. The agency also recently issued a request for information (RFI) on industry capabilities for the contract program’s Phase II, with responses due by July 8. This indicates a continuous effort to evolve and refine the program to best serve federal needs and the contracting community.
