GSA and Microsoft Ink Landmark Multi-Billion Dollar Deal to Transform Federal Government with AI and Cloud Savings
The U.S. General Services Administration (GSA) has just announced a groundbreaking agreement with Microsoft, a move set to revolutionize the federal government’s technological landscape. This multi-billion dollar GSA OneGov agreement is designed to significantly lower costs for critical infrastructure and accelerate the adoption of artificial intelligence (AI) and interoperability across federal agencies. Announced on September 2, 2025, this partnership is poised to propel the U.S. federal workforce into the AI era.
This strategic collaboration promises potential savings of $3.1 billion in the first year alone, marking a substantial financial benefit for taxpayers. Through this deal, Microsoft will provide steep discounts across its comprehensive suite of cloud services, including:
- Microsoft 365
- Copilot
- Azure Cloud Services
- Dynamics 365
- Cybersecurity and monitoring tools, specifically Microsoft Sentinel and Azure Monitoring.
- Entra ID Governance, supporting tenant-to-tenant interoperability.
One of the most notable offers is the provision of Microsoft 365 Copilot at no cost for up to 12 months for Microsoft G5 customers. This exclusive U.S. Government Microsoft 365 + Copilot Suite includes the first year of M365 Copilot at no cost for G5 customers, followed by substantial discounts in subsequent years. Additionally, Dynamics 365 will be available at no cost for up to one year for eligible workloads. Agencies also have access to Implementation, Adoption, and Optimization Workshops.
GSA Deputy Administrator Stephen Ehikian highlighted that GSA is proud to partner with technology leaders like Microsoft to advance AI adoption across the federal government, a key priority. This initiative aims to provide government workers with transformative AI tools that streamline operations, cut costs, and enhance results. FAS Commissioner Josh Gruenbaum further emphasized that the OneGov strategy represents a paradigm shift in federal procurement, leveraging the collective purchasing power of the entire federal government to achieve immense cost savings.
Microsoft Chairman and CEO Satya Nadella affirmed the company’s commitment to helping federal agencies use AI and digital technologies to improve citizen services, strengthen security, and save taxpayers billions. Chris Barry, Corporate Vice President of US Public Sector Industries at Microsoft, stated that Microsoft is dedicated to being the government’s essential partner in delivering the tools necessary to harness the power of AI for the public good.
This agreement builds upon the White House’s vision for responsible AI innovation as outlined in America’s AI Action Plan. By equipping federal employees with cutting-edge AI tools, this initiative empowers them to revolutionize operational efficiency, enhance the accuracy and speed of decision-making processes, and ultimately provide superior services and value to the American people.
Federal agencies have the opportunity to opt-in to any or all of these offers through September 2026, with discounted pricing available for up to 36 months for certain products. This marks a significant stride in the federal government’s ongoing digital transformation, ensuring agencies can modernize at the speed of their mission in the rapidly evolving, AI-driven landscape of modern governance.
GSA, known for providing centralized procurement and shared services for the federal government, manages a nationwide real estate portfolio, oversees billions in federal contracts, and delivers technology services to millions across federal agencies. Its mission is to deliver the best customer experience and value in real estate, acquisition, and technology services to the government and the American people.
