GSA Unveils Apparent Awardees for Major OASIS+ Contract Tracks

The General Services Administration (GSA) has released pivotal information for the government contracting community, confirming the lists of apparent awardees under the rolling awards process for the highly anticipated One Acquisition Solution for Integrated Services Plus (OASIS+) contract program.

This significant update covers the awards for the Unrestricted track and five specific socioeconomic small business set-aside tracks: Total Small Business, 8(a) small business, Women-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) small business, and service-disabled veteran-owned small business (SDVOSB).

Understanding the OASIS+ Program

OASIS+ is designed to be a crucial tool for federal agencies looking to fulfill their procurement needs for complex services-based solutions. This comprehensive program is structured as a suite of six multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contracts. The vehicle includes a substantial five-year base period along with a five-year option term.

A core objective of OASIS+ is to address agencies’ non-IT service requirements, fostering greater competition among service contractors while actively eliminating barriers to entry to maximize small business participation. The program covers eight distinct domains, including management and advisory, technical and engineering, research and development (R&D), logistics, environmental, facilities, intelligence services, and enterprise solutions.

Breaking Down the Award Success

The recent rolling awards showcase significant participation across all tracks:

OASIS+ Unrestricted The GSA Office of Professional Services and Human Capital Categories selected 12 companies under the Unrestricted track. These awardees are eligible to participate across various critical domains. For instance, 10 Unrestricted rolling awardees are eligible for the technical and engineering services domain, while six are authorized in the management and advisory services category.

OASIS+ Total Small Business Set-Aside Fifty-two apparent awardees were named for the Total SB set-aside track. This group demonstrates broad domain coverage, with 42 small businesses authorized for the management and advisory services category and 29 eligible for the technical and engineering services domain.

OASIS+ 8(a) Small Business Set-Aside The agency picked a total of 24 businesses for the 8(a) small business set-aside track. Key domains for these awardees include technical and engineering, which has 16 apparent awardees, and management and advisory services, listing 15.

Socioeconomic Set-Asides Contracts are expected to be awarded to 13 SDVOSBs, 12 WOSBs, and five HUBZone small businesses under these three socioeconomic tracks. Participation is strong across domains such as management and advisory services (with nine WOSB awardees) and technical and engineering services (with nine SDVOSB firms eligible).

Next Steps for Apparent Awardees

GSA has confirmed that formal awards and official notices to proceed will be issued to these apparent awardees—spanning the Unrestricted, Total Small Business, 8(a), WOSB, HUBZone, and SDVOSB tracks—by October 17. The government contracting community looks forward to these firms beginning their work supporting federal agencies through this expansive new services vehicle.
